Have the managers of the Universal Service Fund become Eskimos?

The Universal Service Fund (USF) has turned out to be one of the most important and lasting initiatives to have come out of a People’s National Party (PNP) Administration. Despite his other shortcomings at the ministerial wicket, Phillip Paulwell, under whose stewardship USF came into being, must be credited for this important introduction to the country’s digital space. One well remembers the struggles to get service providers to even grudgingly accept that a fee had to be paid on telephone calls terminated in Jamaica.
