TECHNICAL PROCUREMENT LEAD

JOB PURPOSE:

Under the supervision of the Department Head – Enterprise Procurement, the Technical Procurement Lead has the responsibility to plan, coordinate, and execute procurement activities for the acquisition of technical and non-technical goods and services across the Government of Jamaica (GOJ).  The incumbent’s responsibilities will extend to the strategic review and assessment of Government of Jamaica ICT programmes to ensure a coordinated and coherent approach to the acquisition and deployment of ICT assets across the GOJ. The incumbent will also be required to assess ICT submissions from GOJ entities in order to provide expert advice.

CORE RESPONSIBILITIES:

  • Collaborates with the Department Head – Procurement in the development of the Division’s corporate operational plans.
  • Procurement of Goods, Services and Works using the Government of Jamaica Procurement Procedures and Guidelines. 
  • Participates in the preparation of the annual budget for all capital and recurrent expenditure for the Division in accordance with the organization’s operational goals and objectives.
  • Prepares operational work plans for the Procurement Department.

REQUIREMENTS:

  • Bachelor’s Degree in Business Administration/Public Sector Management or equivalent from a recognized tertiary institution.
  • A minimum of three (3) years’ work experience in the procurement of goods and services in the private or public sector.
  • Training in Procurement Management.
  • Knowledge of Government of Jamaica (GOJ) Procurement Policies and Procedures.
  • Knowledge of World Bank and IDB Procurement Policies and Procedures would be an asset.

  • Good knowledge of current ICT trends as it relates to system solutions.

  • Excellent interpersonal skills. 
  • Very good planning and organizing skills.
  • Ability to managing external relationships.
  • Good people management skills.
  • High level of Integrity.
