eGovJa to manage ICT Procurements under IDB FAMP Loan

The Government of Jamaica in collaboration with the Inter- American Development Bank (IDB) has implemented a Fiscal Administration Modernization Program (FAMP) Project (IDB Loan No. 2658/OC-JA). The objective of this project is to support the Government of Jamaica (GOJ) in achieving a sustainable fiscal position by strengthening the Ministry of Finance’s (MOF’s) institutional capacity to effectively improve Customs and Inland Revenue collection and to effectively manage debt and government payment operations. In order to meet the above-mentioned objectives, the Program will comprise four (4) components with related Information and Communication Technology (ICT) elements as follows:

• Modernization of Tax Administration

• Strengthening Customs Control and Security

• Strengthening the Debt Management System

• Strengthening the Treasury Management System

Whereas ICT will constitute a large portion of the Program delivery, the IDB and the GoJ agreed that eGov Jamaica Limited (eGovJa), the primary government-owned provider of ICT services, would be engaged to provide the ICT-related procurement services and systems’ requirement analysis needed for the achievement of the Program’s objectives.

The main objective of the assignment is to rationalize the acquisition of the ICT elements of the Program, towards optimization of long term systems cost, utility, and reliability. These systems are being established to support business processes throughout the component-related operational units of government. For this Program, eGovJa works under the guidance of the Program Coordination Unit (PCU) located at the MOFP.
